Can't connect to the Homegroup

I have two PC's both running Windows 7 Home. PC #1 connects to the Internet via a wired cable connection. PC #2 connects wirelessly to the network Router.

Neither PC is connected to a Homegroup. I ask PC 1 to create a Homegroup and it says it did and gives me the network password and instructs me to go to the other PC and "Join" the Homegroup yet when i go the other PC, I see no place to "join", instead I am prompted to create a Homegroup.

PC #1 says it connected to the Internet via "TallPine" (Wireless router connection)
It says TallPine is a Home Network and that it has "joined" a Homegroup.

PC #2 says it's connected to the Internet via "Network 2", also a Home Network.
Homegroup says "Ready to create".

What am I missing here? BTW, both PC's are in the same workgroup.

It sounds like the wireless connection may be connected to a guest network which may be in a different subnet, as guest networks typically are. If this is the case you can tell by checking the routers settings.

Hard to say if they are in different subnets without the ipconfig/all info from both machines.

You might want to check the Advanced Sharing settings in the Network and Sharing Center, make sure that Network Discovery, Printer and file sharing are turned on etc.
