Can't rename, delete or move folder or file

Since 2 days, in a certain folder, I cant rename, move or delete folders or files. Now, it has spread to my desktop as well. If I rename a folder, even a new folder, the name changes ''magically'' within seconds to restore to its previous name. If I move the folder or file, it comes back and if I delete it, it restores. I tried to make a system restore, even format (!), the problem persists. HELP?!

Is the folder 'read only', is the folder a shortcut, do you own the folder?

its read only and I cant change it. I own the folder. It is not a shortcut. And, as I said, now the problem has spread to the desktop as well.

If you hold down the shift key and right clik the file and select delete, it asks if you want to permanently delete the file, after clik OK, do you get an error message?

Yes, the file is a system file, if you delete it, windows may not work correctly...

what is the file, and why do you want to remove it? You may have to kill the process that uses it or even boot into safe mode to remove it...

I use the folder to rename my new mp3s and videos before I transfer them in my music and video folders. I have to be able to rename them. And now I cant even move them. Deleting them is not an issue.
