I have Windows 7. I want to boot from CD instead of HD.

I go to System Boot Sequence. It shows:

1. Onboard SATA HD
2. Onboard USB or CD-Rom Drive
3. USB device (Not Present)

I can select a device using the up and down arrows. But How do I change the sequence. I have tried + and - and nearly everything mentioned. But I cant get the CD-Rom Drive to be number 1.

I must be missing something. Can you help me?

I'm not quite sure what you're asking. Are you referring to the popup menu?

Check in your BIOS and set the boot sequence as you like.

Jay, the manual for your computer says you have to use the + and - keys to move the devices up and down the boot sequence: Documentation
Have you followed the instructions as in that manual? If so and it is not working it might be a case to contact Dell directly.
Here the instructions:

Changing Boot Sequence for Future Boots

Enter system setup.

Use the arrow keys to highlight the Boot Sequence menu option and press <Enter> to access the menu.

NOTE: Write down your current boot sequence in case you want to restore it.
Press the up- and down-arrow keys to move through the list of devices.

Press the spacebar to enable or disable a device (enabled devices have a checkmark).

Press plus (+) or minus (–) to move a selected device up or down the list.

Use the arrow keys to highlight the CD drive. Then press the + key until it is at the top. Make sure there is a check box beside it. If there is not, press the space bar.
