Change Icons, On Program folder and Windows folder

Hi

Can you change icons on Program and Windows-folder in C:\ ?

example:

Right click on the Program folder.... then properties ... then select the Customize tab.... and under Folder Icons ....select "Change Icons"... then click on Browse and choose you .ico file

This method doesn't work. As Windows and Program is protected folders. But I still want to change the Folder's icon , any ideas?

there is no customize tab on the program folder properties, as it is protected .

i dont think it can be done.
again windows 7 manager wont show those folder as being customizable

Found a way!

Solution: Microangelo On Display
How? Install, right-click on Folder "Appearance" "Choose Icon.."

Problem solved. Now I just need to know how to remove that dang Explorer Context Menu "Setup desk background"
