Hello sfjmdsp,
There's no need to try and change the location of library since the files in a library are not stored in the library, but actually stored at the location of the included folder.
If you like, you could change the default "Save to" folder to another included folder for where files are saved to by default when you move/copy them into a library.
Hope this helps,
Shawn

Ok. That's good news then.
Nar, it's to tied up with Windows Media Center (WMC). Moving Recorded TV from the Public folder could cause issues in WMC, so MS opted to play it safe and not have a Locations tab for it.

Sure you could use it all you like, but you just shouldn't try moving it's location though to prevent possible issues.
