You need to be able to boot the installation media in order to perform the clean install, hence the USB!

One other thing i want to ask related to this. So i have to download this to a usb flash drive no matter what right? Or its only necessary if there is an issue installing as is? Could i do a clean reinstall of windows 7 without using a usb flash drive or that is basically impossible?
