I thought about doing this. But then I read this.
This package contains the WinFlash utility and a system BIOS image for the supported notebook models and operating systems. The WinFlash utility is used to locally flash the system BIOS (ROM) on notebooks operating in a Microsoft Windows Vista environment.

I am running Windows 7 64 Bit. But I will give it a shot.

Updated the BIOS
Updated the Chipset Drivers
Performed SFC /Scannow
Uninstall-ed USB Hardware from Device Manager
Reinstalled USB Hardware from Device Manager

No such luck :(

This is a very simple thing to try since you've done about everything else, try resetting the CMOS.

Try unplugging the AC adapter and removing the battery for about 5 minutes. Re-install everything then reboot and see if the ports now work.

So I tried Resetting the CMOS with no luck as well.

But if it counts for anything. I stuck a thumb drive in my USB port during the start of of the BIOS and it kicked me back with a message telling me to remove the device. The light stayed "on" on the device but I had to remove it to get to the Windows loading screen.

But once Windows loads I lose the USB ports.
