Since you said you don't know what firewall you use and how to create rules, I'll try to help u understand how to setup a firewall and block unwanted connections.

In addition to changing passwords of every online account, here are short instructions to configure (and backup) your firewall...

First to back up firewall policy just in case you screw it up:
Control Panel\\Windows Firewall\Advanced settings link and right click on Windows firewall with advanced security on local computer(left pane)

Now secondly block all inbound and outbound connections by default:
right click on Windows firewall with advanced security on local computer and select properties,
now on every tab select in dropdown menu "block" do it for "domain" "public" and "private" tab.

Now that networking is blocked you create rules for your apps, to allow internet access to those applications whom you trust:

Here is an example for internet explorer (so that you can browse the web):
right click on outbound rules > create new rule, now it asks you "what kind of rule would you like to create?"

click on custom then next and follow these steps for each input:

This program path > C:\Program Files\Internet Explorer\iexplore.exe click NEXT
protocol type = TCP remote port = 80, 443, 21 click NEXT 2 times
select allow connection and click NEXT 2 times
name your new rule: "Internet explorer" and click finish.

This firewall rule will let you browse the web with internet explorer.

To allow any other application like steam or google chrome just create a rule.
you don't have to specify ports just select any protocol type when asked.

Everything worked fine with Google Chrome until after a few pages, it started showing "Error 103 (net::ERR_CONNECTION_ABORTED): Unknown error." .

Just to make sure your rule for google chrome is correct do this:

Control panel > Windows firewall and click on the link "Allow program of feature trough windows firewall"
click on "allow another program" button and select google chrome from the list then complete the setup and try again.

The same way you can allow any other program..

Ok, if you already backed up your original rules and saved them just in case(if not the do a backup please), here you can download View attachment WindowsFirewallRules.zip my rules and apply them to your firewall.
(steam and chrome rules are included)

to apply them download a zip file, unpack it and do this:

control panel > windows firewall > advanced settings link and right click on Windows firewall with advanced security then select "import policy" and navigate to unzipped file "WindowsFirewallRules.wfw"

Please post your results about chrome etc...
Please not you can always import your backed up policy back.

The "Error 103 (net::ERR_CONNECTION_ABORTED): Unknown error." error still shows. Usually when refreshing pages. I can't get the whole site to respond after that.

I really don't have any issues with creating rules other than that one with Chrome and that isn't covered in the links you provided.
