Computer Boots, but once in natta.

I wish I had any idea what is going on, but i don't. Computer boot seemed to get slower and slower over the last 4 months or so. I tried to open a .asf file the night before last and my VPN viewer tried to update. When it did it downloaded mallware. I uninstalled the whole deal. Then I took it back to a restore point to about 3 weekds ago. The popups kept coming up. I disallowed them, but they came back.

At some point or other, I shut it down and when I booted it back up it will go all the way into windows but it's like the system programs aren't fully opening or something. The only thing I can get to come up at this point is my Norton Virus manager. If I click on the control panel, it freezes instantly. IE won't even initiate, I try to go to task manager and everything but the background pic will go away and it will freeze that way. I cannot shut down through the start button - same thing happens.

Nothing works but Norton.

I bring it up in Safe Mode and it comes right up. Does anyone know what I did to this thing?

UPDATE:
I tried going into windows using my daughters login and everything is working fine, as slow as usual, but everything is coming up. So what the heck?

Work through these steps for Troubleshooting Windows 7 Failure to Start starting with the virus scans - at least WDO from boot disk and Malwarebytes in Safe Mode - followed by SFC from Command Line, Startup Repairs x3, hardware tests.

Report back results as there may be other steps indicated.
