Solved Computer won't start after a successful restart

First of all, this is my first post in the forums and sorry for taking this advantage to ask a question immediately.

I'm desperate and so confused about my problem. I experienced this problem since I tried to consult my constant BSOD problem in my computer to a 'computer technician', resulting couple of problems, HDD failure and she made a so-called 'tweak' on my BIOS, to make the long story short, she didn't solved my BSOD problem. Ended up buying a new hard disk.

I bought a new hard disk and a legit computer technician installed it. No BSOD or anything, my computer runs smoothly and runs like a brand new one, but the problem is my computer won't start after a successful restart. Monitor's light is blinking and the CPU's fan is still running as well as the CPU power button.

Can someone please do help me? Please do explain the instruction in a much easier way, since I don't have enough knowledge in computer terms. It will be highly appreciated if someone will do.

I'm not sure what you mean by "won't start after a successful restart." To my understanding this is a contradiction, since this is obviously not a successful (re)start. Are you talking about shutting down and then restarting Windows (without powering down the PC)?

Let me rephrase it, I restarted my computer via start button > restart. Then my PC isn't responding, failure to open up.

I have a feeling that your friend who applied the 'tweak' to your BIOS managed to mess it up...the symptoms you describe do sound like a problem with POST (early startup routine before loading an OS from the harddisk). Can you go into the BIOS and 'load default values', then save and exit?

I did restore the BIOS into its default values, but still it won't boot up.

Hmm, OK. The more I think about it, the more I suspect the power supply of being too weak to deliver reliable continuous power to all the components. How old is your PC, when did the problems start, is it a name-brand machine or custom-built?
(And what kind of PSU is in it?)

Approximately One(1) year old, power supply is a brand new one, bought it last month due my old power supply over heated.

The problem started when my friend try to fix my BSOD problem but he fails, bought a brand new hard disk, computer technician fix my PC. After that, my computer won't boot up after a restart

The first thing I would say is "Do not buy anymore replacement hardware until you know what is really wrong". Then I would suggest that you not discard the PSU and HDD that you have replaced already.

Now, let' start at the beginning.

What does your computer do when you start? Can you post some images (digital camera)?

I would also suggest that you read through a few of the posts here. Some of them go into a great deal of discussion about your exact problem. This also gives a lot of good information that will guide you to recovery.

The exact problem of my computer is it won't start, after i restarted my computer. I need to turn off my AVR to open my computer again.

CPU is still running, along with the fan and the power button has lights.
