Connected to internet but unable to access web pages without Safe Mode

I have been searching everywhere for a solution to this. 9 times out of 10, none of my web browsers will be able to load anything on my laptop. skype works fine, steam works fine, i can still play MMOs, and update my antivirus and malware programs, but none of my browsers will do anything, and every other device in the house can browse web pages fine.

I have tried flushing the DNS, ive tried resetlog.txt, deleting and remaking all my internet connections, running full virus and malware scans, doing system restores to back before the problem started. But still the only two things that have worked so far are running in safe mode with networking, or just turning it off and on again god knows how many times until i get lucky.

When Firefox fails, try IE.

As a test, uninstall Comodo and use MSE.
