connection has timed out

i have been getting this message (connection has timed out) for certain sites for the past couple of days...have been running windows 7 x64 for about a week.

i thought it was a firefox browser problem, but the same thing happens with internet explorer (cannot display webpage).

running windows network diagnostics, it says "your computer seems to be configured correctly, but the device or resource is not responding."

i tried disabling firewall, anti-virus (avast free), spyware(iobit 360)...nothing seems to work.

any suggestions...can anyone else go on these sites?
