CPU spikes and freezes streaming video

Hey there everyone, so Ive had this problem for a long time and i have searched and searched the internet and tried different fixes and nothing ever seems to work.

So I have a laptop that I use mainly for streaming and watching tv and movies onto my tv. I recently did a fresh install of windows to try and fix a problem with the video being choppy/freezing/audio lagging and for a few days it seemed to work, but now its bad to being a POS.

So basically this only happens on Netflix and Hulu video streaming. I havent noticed a problem when watching something on youtube or any other site. I have noticed though the task manager that when the video freezes the cpu usage jumps to %100 and then drops back to to %50 to %60 when it goes back to playing normal and this only last about a second, but still annoying none the less. This problem occurs in any brower, ive tried firefox and chrome and the same problem happens in both. I have checked drivers, all up to date. I have changed the processors to both be used. Ive tried a lot of different "fixes" and nothing seems to work.

This laptop, while old should have no problem streaming video and nothing else. There are no other programs running on this laptop while I stream video.

The specs for this laptop are Windows 7 ultimate 32 bit
Toshiba satellite laptop
AMD Turion(tm) X2 Dual-Core Mobile RM-70 2.GHz Processor
4GB RAM

Not sure about Hulu but Netflix uses Silverlight mainly for streaming

Use Clean boot,

Click Start and type in the search box,
msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,
