CPU temperature constantly over 70 degrees Celsius

Well, a little update.

On saturday I opened the laptop (an HP Pavillion dv6, so good work UsernameIssues), managed to get the fan open and removed a block of dust that was about half an inch thick. This was preventing the air flowing out from the heatsink. I cleaned the CPU, reapplied thermal paste, repositioned the heatsink and started working again. Strangely, the CPU temperature was now going through the roof even though I had cleaned the fans and properly done the paste procedure. When I say through the roof I mean 80+ Celsius for < 40% CPU usage.

So, I got worried and put it apart once again, cleaned the paste with 98% alcohol, reapplied paste, closed it up and started working. Right now I'm hitting > 95 C for < 30% CPU usage. What I find interesting is that the underside of the laptop, specifically the part where the CPU is located, is not as hot as you'd expect for a 90C reading. Fan is running at top speed tho. I know that it takes some time for the paste to start transferring heat to the heatsink properly but I don't know if hitting 90C would be expected as well.

Any ideas on what could be doing this? Any tools I could use to get this checked?
