Solved CS 1.6 p48 fps problem

I got this fps problem in cs 1.6 p48
When i start it, it haves 4 fps.Then while it's loading to connect to a server the fps is
29-30.While i play its 19 fps, and it's lagging as hell. Any advice?
This is the configuration of my PC:

Processor: AMD Athlon(tm) 64 X2 Dual Core Processor 5000+ 2.60 GHz
Installed memory (RAM): 4 GB
System type : 64-bit Operating System

have you tried running it under compatibility mode? this game is 14 years old, and wont be on the list of win7 compatible games.

Thank you sooooo much that fixed it ! It's good now it jumped to 60 fps on start
