Have you only encountered this problem when other computers are on the network? If so you could try turning everything else off and trying again with only your computer on the network. Might be a bandwidth issue in your router (as in no QoS), you start to download something right when someone else does and you get nothing and the other person gets it all. Worth a shot anyway.

Strange behaviour indeed. I could understand a faulty ethernet cable doing this but not on WiFi.

Do you have any shared folders on your network? If so then I would try testing the speed of your Local LAN to see if your speed is confined to downloading from the internet or is an actual problem with the computer or its connection to the router. This piece of free software (Lite version is free) will help with this: LAN Speed Test Comparison, full version is $6USD so pretty cheap even if you only use a few times.

So you don't have a NAS Drive that you use to store pictures or music or stuff you don't need to use on a regular basis? You could just create a random folder on another computer in the house and share that on the network, do the LAN speed test then delete the share once you're done.
