Deleted main partition while stuck in Automatic Repair

I just got a new laptop for christmas and it broke a week later so I sent it back to get a new one back and now this new one is broken again doing the same automatic repair loop. And I am not sure if this did anything to start that but the laptop only had about 20gb on it and something took up most of the 20gb and left only 4gb left so I could barely even use google chrome. I tried everything until it just stopped letting me do anything besides command prompt and so I tried some things in command prompt and nothing would work. So a few hours later I assumed my hard drive was ruined and just deleted it like the stupid person I am and now I am stuck in a constant "Boot Device Not Found" and I am now trying every solution for that error and nothing is working besides the ones that tell me to put in some CD when I cannot because my laptop has no slot for a CD to enter because it's a cheap HP laptop and I don't know how to enter safe mode from that error or go into to download some recovery program. I need my laptop and cannot wait another half a month for a new one to be sent back.

You can get free bootable partition recovery software which you can run from a usb that should recover the parition. Dont you have a recovery partition or supplied recovery media

You can download Win iso file, install it on a USB flash disk and reinstall win.

Well, I do have another laptop that does go on the internet and all that but the screen is broken and it's off its hinges so I have to set it up to show up on my tv and then I guess I will buy a usb and download the recovery program on the usb.
