To start Win7 after deleting the System Reserved partition you'd Mark C Partition Active
then run Startup Repair - Run 3 Separate Times until Win7 starts and holds the System Active flags.
Otherwise select Install Now, during the CUstom Install, use Drive options pictured in Steps 7 and 8 of Clean Install Windows 7 to delete all partitions, create and format New one and do the Clean Reinstall.
Stick with only the tools and methods compiled for a perfect install in Clean Reinstall - Factory OEM Windows 7 and you will get and keep a perfect install for as long as you do.
