I need some suggestions guys 
I'm looking for the easiest way to install an AMP stack (Apache, MySql, PHP) and all the monitoring tools it comes with (start/stop/restart server) for a STANDARD USER in Windows 7
Most stacks like WAMP or XAMPP or even installing each application individually would require admin rights to start/stop/restart the web server services (apache and mysql). So I'm trying to look for a way for a non-admin user to be able to play around with a web server without actually giving him admin rights.
Basically a family member wants to learn PHP using the family computer but I'm trying to avoid giving him admin rights on his user account for security reasons.
