Epson V700 Scanner Driver Win7 x64 SP1

I have a new HDD and have installed Windows 7 x64 with SP1 on a desktop.
I have connected the scanner directly to my desktop via USB (I read on the Microsoft site that MS no longer support firewire.)
I have downloaded the latest driver from the Epson site and get the error message that there is an error and cannot continue. I downloaded the file again, but still get the same message. I tried then original Epson CD, and still the same message.
I tried to trick it by going into Device Manager and installing the driver, still same message.
My laptop has Windows 7 x64 so I installed the Epson driver on my laptop, no problem.
Cannot understand what to do on my desktop.
I contacted Epson, but all they can tell me is that I need to go to Services and Restart, and if that does not help, it is a Windows problem.
Contacted Microsoft and they cannot help me and tell me to contact Epson.
I am desperate for help, please.

Have you tried plugging in the scanner to answer USB port on the Desktop ?

The scanner is connected to the desktop via USB. I tried other USB ports and get the same error message, as initially I thought something may be wrong with that particular USB port.

What error message are you getting?

Make sure you have the correct drivers from the Epson site. Unplug the USB cable and follow the instructions during the software and driver load. These are normally installed FIRST then the scanner is plugged in. If any portions of the old program and drivers are showing in Add/Remove Programs (from Control Panel) remove them before trying to install the new one.

Thanks. The error message is "An error occurred during setup. Restart your computer, then run setup again." Tried this, does not work. The driver comes from the Epson site. At this stage (new HDD), it cannot 'see' the scanner and there is no other software installed for conflict. Any clues? .

Is this the system you're typing your messages on right now? Did the new HDD replace your system drive? It sounds like you don't have the OS installed on the new HDD.

I am using my laptop. It is my desktop that has the scanner problem. I have installed the OS on the desktop quite successfully. The problem is getting the scanner operational.

Ok, I had to ask.
When you go to the location of the setup file see if you can right click it and choose "Run as administrator". This will be the 3rd or 4th line down after you right click on the setup.exe file. You'll get a User Account Control (UAC) pop-up then click on Yes. Report back if this runs.

Thanks for your help, much appreciated. Unfortunately I still get the same message "An error occurred during setup. Restart your computer, then run setup again." I have wiped the drive (which takes hours) and started again installing the OS, this time without updates in the hope that it is an update that is causing then problem, but still the same message.

I also tried a previous version of the driver; but still no luck. Cannot work this one out.

Long Shots:
1) try a different USB cable anyway (even though it works on your laptop)
2) try it from a safe mode boot

If it works with 2) then some other driver may be causing a conflict.

Do this on the problem system -
Follow the instructions for the SF Diagnostic Tool and upload the zipped folder here as an attachment (Paper clip in the reply ribbon). Be sure to use the "Grab All" button ONLY. It will take several minutes to gather the info so wait for the confirmation pop-up.
