Isn't that the same thing? SFC found some corrupted file which I posted a few posts up. Thought a Startup Repair would fix it, but it said that it cannot fix some files (with an error that I thought wouldn't help). I will grab that error tonight.

I did enable the built-in Administrator account and still had the same issue. I will try to create another account tonight as well. Should I make it an admin or just a Standard user?

What you did already.... run cmd.exe elevated... that works. So elevation to extra permissions works. You told me setup.exe is running under your username .... that's fine as well.

Even if setup.exe isn't running elevated it can write in temp folder. You can create folder using windows explorer yourself.

What the heck is going on??!!!

Yeah it is extremely strange and confusing. I've never seen an issue like this before. I've tried so much to solve this issue what are we missing?

Checked all permissions for administrator and me
-Removed inherited permissions and set as child
-Set my self as owner
Enabled/disabled UAC
Enabled/disabled Built-in Administrator
Checked for malware/viruses
-Ran Malwarebytes, AVG, Windows Offline, TDSSKiller, MSE
Performed an SFC and Startup Repair (failed)
Cleaned up Temp using TFC
Moved Temp folder location

The only thing that I've seen work is to move the executables into the Temp folder itself. That allowed me to install any application/executable I've been trying to do from any other location (E:\Downloads).

The only option I see left is to reinstall Windows, but after going through all this, it feels wrong.

I noticed the issue about a day before I started this thread, but I've been experiencing some rather weird issues way before then (few weeks). Such as everytime I opened up any application on my desktop it would prompt me for a security warning (which is now fixed). There has always been these two updates that have failed and continue to do so. Then when I decided I wanted to install an application I noticed that something was seriously wrong. Everything else on my computer is working great besides these few things. I really don't have any way to trace this to when and what could have caused this because it's so miniscule!


No I have not, but I've been thinking about that. Will that reset my personal themes and windows setup?

I thought it only worked when running it from elevated command prompt!?

Have a look at the link, the page will give you all the information on what it will/will not reset

Do a Repair installation if:
  • A System Restore did not help fix your Windows 7.
  • There is no other easier option left that can fix your Windows 7.
  • You DO NOT want to do a Clean reinstall of Windows 7.
  • You DO want to preserve your user accounts, data, programs, and system drivers.

I thought it worked that way as well...I remember moving several applications that I've been waiting to install in their. I will check that as well when I get home.

Repair is finished and I'm still having the same issue...

Weird I got some SAM (security account manager) during the repair process but I couldn't read it all before it restarted.. Any idea what that is?

EDIT:

Well my brother recommended me to use ComboFix. I was trying to stay away from that but I don't think I have much of a choice anymore! Format/reinstall is my last option!

EDIT:

ComboFix didn't work. Attempted a CHKDSK as well but that didn't do anything. System Restore has been reset due to the System Repair. Don't know what else to do. Might as well do a format/reinstall at this point. Don't think I have any other option...

Problem is solved now. Well the problem is more-so bypassed that solved. After all these failed attempts I created another administrator account (not built-in admin) to test if the repair worked and it did! The only problem I had left was trying to run any setup file on my E:\ drive (where I store My Documents, etc). I suppose I messed up some permissions or something on that drive and couldn't fix it even attempting some registry alterations with winiserver. ANYWAYS, I got around to copying everything from that drive, formatting it and moving everything back over. Finished setting up and personalizing everything and it seems to be running like old times.

Really really greatly appreciate all your time and patience guys. Each of you will earn reputation from me and I hope this thread may help someone in the future. Thanks again.
