Even built-in administrator account has same problems? It has elevated privileges always active. No reason anymore to create a new account.You mean startup repair failed to fix problems? Or found problme but can't fix it?
Run it again and click "view diagnostics details". Tell us what test has not status 0x0
Isn't that the same thing? SFC found some corrupted file which I posted a few posts up. Thought a Startup Repair would fix it, but it said that it cannot fix some files (with an error that I thought wouldn't help). I will grab that error tonight.
I did enable the built-in Administrator account and still had the same issue. I will try to create another account tonight as well. Should I make it an admin or just a Standard user?
What you did already.... run cmd.exe elevated... that works. So elevation to extra permissions works. You told me setup.exe is running under your username .... that's fine as well.
Even if setup.exe isn't running elevated it can write in temp folder. You can create folder using windows explorer yourself.

running cmd.exe elevated... and running setup.exe from there... works perfectly.
