I think what you have to do is to make sure that Windows Module in services is set to manual and that Automatic Updates are turned off. I set mine to notify and download but do not install. As I said it seems to be OK now as I can get to WU.

Yes, that works, it's clicking 'check' that fails.

Also removed KB 29936591, among trying many other things, still getting the error.
What I find quite interesting is this
and tested it on a 100% fresh w7 install
and it produces the error there as well. For 'fun', restored an image from many weeks ago and... refuses to do any manual update. I'd tend to think the error is on MS server side or something thereabout.

Probably, MS too engulfed in their w8 Disneyworld (tile-store-world) that they don't have resources or (wo)manpower to maintain windows7 properly, or it's intended, to scare people over to 8 lol+++

Indeed, quickly filling up with posts. Seems one can safely assume there is no user or pc error involved. FTM setting update to 'Check for updates and let me choose', and wait for MS to come up with a fix for the manual check error.

It may be that you are using Windows 8.1 and I am on Win 7 SP1 64Bit and all is fine with mine.

Yo! Good find. That's goggle DNS, works here as well, tested several times: 'Obtain DNS server automatically' > restart > update always fails, using 8.8.4.4 \ 8.8.8.8 > restart > always works.

So seems MS has done some change that made manual update 'invisible' on many of the world's active DNS's. Let's see how the whole story unwinds.

This is starting to go crazy. Mine worked for awhile and then stopped. I removed that KB 2993651 again and restarted. When Windows came back there was a notification on my shutdown button that an update was waiting. I clicked on it and my machine shutdown. When I restarted it, a giant banner went across the screen saying something about application 73??? I can now click on WU and it works again. For how long, I have no idea. Very strange.

Try uninstalling Norton and running the Norton Removal tool - after at least TWO reboots, then re-install an AV (Norton or otherwise) and see what happens.
