Do you have access to another computer (friend, family, etc) you can download with & save to a USB flash drive? I'm talking about Win7 Folder, which you can then access with your ailing computer and run setup.exe to start repair install.
You can also use the public library computers, all you need to do is register at your local library.

There's a nearby public library from where I live, however I do not know if it is open. So if I do go there, do I extract the files on their computer?

I believe that most Public Libraries are now running Windows 10, & you should be able to extract the contents of the zip to a flash drive.

Your local library should have a website that you can see it if it is open. All the public libraries around where I live are open, COVID restrictions applicable though. Call your library ask for the person that works with the public access computers and ask questions. Can I download, can I unzip a compressed folder, can I copy contents to a flash drive, etc.

You don't have a friend, classmate, etc. with a windows computer that lives near you?

Uploading Win7x64 unzipped to my OneDrive, I'll post the link when it finishes.
I'm trying to place the Win7x64_Folder in a folder named Win7x64 so, hopefully you can download that and it won't be a bunch of folders like below snippet. Eliminate the unzipping problem hopefully.

Yes, if my idea of folder in a folder on my last post doesn't work. Irregardless, you should be able to download the unzipped version on library computer and move it to a flash drive.

The folder is 3.10gb according to folder properties! Flash drive needs to be larger than that!

Don't know if the library computers support DVD/CDs our local library only has USB ports and Win10.

Check the library website as see if it is open, the library hours & phone number. Call them and ask to speak with the person in charge of the public access computers and ask them about using one if their computer to download a file from OneDrive, unzipping the compressed folder, and copying it to a USB Flash Drive. If you can't unzip, then try the other folder link I provided. You can ask the person in charge of the public access computers for help if you wish. Your tax money pays their wages and are there to help you.

I have the same issue, all my close friends live where I used to, over an hour away.
