Errror 651: Having issues connecting to the Web

I am having issues of connecting to the Web (DSL and wired connection) on my Dell Notebook and Windows 7. It gives me error 651. The surprising thing is that My Linux netbook is able to connect and my the same netbook is able to connect using Wi-Fi.

Any help here is highly appreciated.

Thanks. How do I go to "c:windowssystem32drivers" in Windows 7?

Go to your C Drive. Navigate to 'windows' then 'system32' then 'drivers'
C:\Windows\System32\Drivers

Can't make changes to this file -- says I need to be Trusted Installer.!! How do I get that permission -- I am the only user on this laptop.

Tried the fix but still does not work.
