Explorer always applies folder view options to all icon folders - fix?

Specifically, when I have the view mode of a folder on my C: drive set to show icons rather than details, if I then in Explorer for that folder go into tools > folder options > view tab, and then toggle the checkbox for "always show icons, never thumbnails," the setting is toggled for ALL folders on my machine, not just the current folder, even folders on other drives when in icon view mode.

Note: I have NOT clicked "apply to folders".

Anyone have any idea how to make that setting apply to only the current folder? It seems like this is either a windows bug or their funny idea of a feature. Unless I have somehow screwed up the registry on the 2 machines on which I have checked this behavior.

Maybe HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\FolderTypes
holds the way to fix this?

I'm not quite sure I understand your question / problem all the way. For that: I am sorry.

Folder Settings should affect all folder settings.
"Custom Folder Settings" should be unaffected.

It very well could be a bug that was never fixed.
