external HDD?

i have a seagate desktop 2.0 USB & powered external HDD upon restart it shows up & sometimes not. I have formatted & changed ports.
it did this in windows 7 & now windows 8.
it my wits end
any suggestions?

Try a different cable.

If the above does not help, you may try another suitable AC adapter. A defective adapter can also cause problems. ( You said desktop, powered. So I presume it has a brick.)
