Solved External USB drives are slow

It seems every drive is capped at about copying ~22mB per second. Is this normal? i dont think my motherboard supports usb 3.0 although i have a usb 3.0 card installed in the PC in the expansion port.

From external to internal or from second internal to first internal copies with about 138mB per second. speeds i like to see.
