Solved Flash won't install in IE9

Whenever I go in IE9 to a page which uses Flash, I see "Get Flash" icon, both in IE9 x64 and x32.

Following some advice, I ran msconfig, set boot diagnostic mode, rebooted the computer.
Then ran a full Flash 11.3 install, no errors were reported. But after rebooting in normal mode, I see the same "Get Flash" icon in both IE.

I found some information here: Why doesn't Adobe Flash work in Internet Explorer? and managed Add-ons in IE9 x32. At the bottom left of the Manage Addons screen there is a choice to either show all addons, or only loaded.

When I choose "Show all Addons", then there is one addon which I think is the Flash, here is its details window:

It says this addon is "turned on". But when I choose to "Show only Loaded addons" at the bottom left corner of the list window, then there are fewer addons on the list and this one above is not there.

First I am not sure if this is THE Flash addon, but suppose it is. What is the difference between addon being turned on and loaded and how to load this addon (if it's Flash)?

By the way, I have ActiveX filtering not turned on.

Can somebody help me? So far I managed to live without Flash in IE, but now I have a website which is using Flash and is only playing in IE, not in FF nor Chrome.

Flash is not listed as an add on in IE. It is listed under Programs and Features.
Click Start> Control Panel> Programs and Features. On my PC it is the third item listed. Adobe Flash Player11 ActiveX.

Oh well, it looks like after another reboot it suddenly started working. In IE x64 even. By the way, I *think* that the key was to do a diagnostic mode reboot and then install from locally downloaded file, because I tried so many times before and never succeeded and today with this method it worked.
