Graphical problem when playing game

In many games I have a graphical problem on my screen, ofcourse the first hardware I thought about was my graphic card, but I changed this one a couple of days ago from Sapphire Radeon HD 6850 to Sapphire Radeon R9 280 Dual-X, this still didn't fix the problem.

I'm talking about this problem, these things are on my screen then, the problem is not on 1 place so my monitor shouldn't be the problem.

OS: Windows 7 Professional 64-bits
CPU: Intel i5 4460
Motherboard: MSI H97 Gaming 3
Memory: 4x 2GB G.Skill F3-12800CL9D-2GBNQ
Graphics Card: Sapphire Radeon R9 280 Dual-X
Hard Drives: WD Blue 1TB and Samsung 500GB
PSU: XFX TS 550W

Monitor if it can help: Samsung SyncMaster T200

sounds to me like a driver issue, but I can't be 100% sure, the picture you posted seems like a small margin of error in today's games, I have seen much worse and people do pass it over as a way of life in gaming, are you using any mods in the games which have this issue?

Hi, I don't have any mods installed, this game here is ARK: Survival Evolved but I also have this issue with games like GTA 5 or Arma 3.
You talk about what kind of driver? the graphic card driver?
I was also thinking maybe about a DVI problem but then the problem should also be outside the game or there is some kind of DVI driver maybe? when I look for my motherboard drivers I only see the VGA driver.
