Grouping 'All Programs'

Is it possible to edit the folders in Start/All Programs?
There are so many and as in XP, I'd like to be able group them either by type or function.

Here is the directory to the start menu. You can arrange it as you like. Is this what you needed?

Program data is a hidden folder, you need to uncheck the box in "folder options" to see it
