I see, I ask you that question because sometimes we accidentally install the HDD lights pins to LED pins and vice versa, it happens to me last week. :D

Well, for your problem. Try to check msconfig>startup tab, maybe you have many softwares running in startup. Im no expert to this matter, but im trying to help you until someone from our respected guru's here response to this matter.

Yes you're right it should be gone by a few moments. I'm afraid there is software running in your background thats why your HDD lights is always ON.

Try to boot in SAFE MODE and see if the HDD lights behaves the same.

There are a few things that could cause that.
Oviously virus or malware, particularly trojan\keylogger infection.
Dying hard drive, when files cannot be read accurately the drive attempts what is called a re-read. It happens to all drives occasionally but it can be the signs of problems.

Malwarebytes

MS security essentials

TDSS Killer

Further, look at the running processes in taskmanager to see if any are hogging the CPU or RAM that may be causing delayed reads and writes.

Also try, from start menu type this into the run line.

Rundll32.exe advapi32.dll,ProcessIdleTasks
press enter. This will force the completeion of any outstanding system tasks that otherwise wait for the system to be idle.

Also, you can try running HD test. Maybe the problem is the HDD itself.

If you are booting slow:

Go to msconfig, services tab. Check "hide all Microsoft services". Uncheck all that remain.

Go to msconfig, boot tab. Uncheck all.

Then reboot.

Does it still boot slowly after you have done those 2 things?

You say drive health is 63%. What does that mean? What tool did you use to evaluate the hard drive?

I'm very interested about this because I have almost exactly the same problem except the hdd light does eventually go off.

I ran the makers hdd utility and my hd is 100% healthy. Also, I've done 2 factory resets and ran various spyware, malware & antivirus programs. My laptop is 15 months old.

Cheers
