Help with LAG!!!!!

hello new here.

so heres my deal.

my system:

Dell Studio 1458
7 HP x64
Core i3 2.4ghz
ati mobility readon hd 540v 512mb Overclocked
7200rpm 320gb sata drive.

My PROBLEM!?!?!

i was having as bunch of problems with my computer a while ago (pre Sandy) and it was lagging some what bad in games, mostly boot time was effected. took like 3-4 mins to boot and get to desktop. anyway i did a full wipe and clean install of OS after sandy. put all my crap back on, and all my problems were solved. but however, its still lagging hard in games. MW2, it NEVER lAGED before, and now it lags a lot and there the same graphic settings. and this goes with all games. worse of all is Black ops 1. this game always laged like crazy no matter what, but it was playable still on the minium possible settings. after reinstall, still lags but even more this time. i loaded fraps, and im getting a solid 40-60fps, and tried to check cpu and its only getting to 60% or so. and checked disk, and that at like 0-5% ussage from what i was able to tell which leads me to it being something with the network. i ran a test and get 16mb/s download, and 2.10mb/s upload.

and btw, this is all done while using game booster, and all the startup items is "msconfig" unchecked.

MY SOLUTION

since this is a laptop, i cant eaisly update the graphics card (i know its slow and low on mem, but those games ran FINE before when computer was new) but i just bought a intel core i5 2430m 2.4 ghz turbo to 3ghz, and an intel 120gb SATA 3 500mb/s SSD.

MY QUESTION:
so i know this computer is like 3 years old, but im getting crappy gaming experience compared to when i got it new. and considering i wiped the HD and reinstalled windows, it should be LIKE new again rite? also i have changed NO graphic settings on the games from when i bought it to now. like i always kept them the same.

any ideas on what is causing this lag and how to fix it?

when i get the SSD, im formatting it and doing clean install of everything on that. but being that this computer has only been on the reinstall for like a month or 2, it should not be like this.

windows is up to date, idk about drivers. i have to check the dell website for that. Ive done everything that i know to make it faster, but i only know so much.

bump anyone??? games like left 4 dead lag like crazy. i have to put everything on minimal graphics settings

Did you follow the best practices in http://www.sevenforums.com/tutorials/219487-clean-reinstall-factory-oem-windows-7-a.html#post1839164 for drivers and other steps that are different in Win7 than XP? I would stick with the tools and methods in the tutorial to assure a perfect install.

Win7 should always be instantaneous on adequate hardware with a perfect install.

I made a disc I be live through dell data safe? And I just reinstalled from that. I Didemt have to reinstall drivers or anything.
Another that question. Since I'm putting an i5 with Turbo do I need to install those drivers? Like what do I have to do on the OS portion?
