Help with permissions!

Okay so i was uninstalling steam and explorer crashed and the uninstallation quit. So naturally i thought i was gonna go delete the rest because it was no longer showing up under uninstallable programs. So i delete I DO NOT HAVE PERMISSIONS! So i tried CMD nope. I tried a utility called TakeControl b2 and when i hit open it said i did not have permission to open! I tried to login as the admin account NOPE! PLEASE HELP
Btw i have also tried doing it by right clicking on it and going to advanced yadayadayada and it said i don't have permission (to change the permission)

I'm happy to help but can I please clarify: You are trying to delete the remaining files of a program called steam; but you don't have permissions and you are the administrator of the pc?

If so, it could be that the program is still running in memory (including having services that are running); this is maybe why the un-install failed too.
- Check task manager and end any open tasks for the program.

Perhaps the permissions are incorrect for the file
- Open a CMD prompt as administrator or use the RUNAS command to run as the administrator and try an ATTRIB -R -S -H /D /L on the folder you can't delete. Then try to delete it.

Let me know how you go.

PS: When you say you tried CMD, what did you try? Do you mean that CMD wouldn't open or that you couldn't execute a DEL from the CMD prompt?

actually no, there is only like 4 files left and there are DLL'S and windows decided to hug them and hold on tight but i have checked that no processes running. But it decided to work after i ran ccleaner really weird but case closed
