How do I get an extra tasskbar

i was watching a video and i saw a dude with an extra taskbar, but it kinda looked like the mac taskbar. it didnt have a windows button. The icons were toward the middle of the creen on the top. Is this an extra gadget or does it come with windows 7. ty
