How to add notes/comments to folders?

if you mean leave like a tag on it you cant you can only name folders, files you can tag and keep notes on but only if they are certain types. http://www.techrepublic.com/blog/windows-and-office/tag-your-files-for-easier-searches-in-windows-7/
