Solved How to change get personalise option in windows 7 starter/home basic

As some people know in windows 7 starter/home basic you can not get personalisation options to change your computer (change background,apply themes,etc.)
There is a program that is available (not made by me) to download to make the personalisation options appear.

Note that the first download is for all versions of win7 but the color changer is for home basic only.
Note2 that the HB color changer only works if you have windows 7 standard theme selected.
Note3 that the installer might come with sponsor downloads, so be cautious and read the installer CAREFULLY.
