How to change keyboard to English US International on Windows 7

Hello I'm trying to figure out how to not only add English US International to the list of input methods on this device which is a Dell Latitude E5440 running Windows 7 Enterprise 64-bit but how to make it the default one or preferably the only one available on this device. However when I follow the steps I'm most used to to make the computer start typing using the English US International input method I never see a language bar or any other way to change the input method from the taskbar. If anyone could help me with this issue that would be greatly appreciated.

Open Control Panel\All Control Panel Items\Region and Language.
Open Keyboards and language tab - Change Keyboards.
On the fist row select the language you would like to use.
If there is any other keyboard for the language, delete it, leaving only the US international.

I can't. It's not solved. The person who gave me the solution changed his/her answer. It previously involved a fix using regedit but now it uses different steps. If someone could give me a solution to this issue since when I go into settings the US regular keyboard is not even listed, but once I add it and deleted again, US International is activated, which is really weird. If someone could give me a solution to this problem that would be great!
