How to combine 2internet line in win7?

I had been read a forum that mentioned about connecting 2 internet lines together with windows 7 and the result is that speed equal to ISP1+ISP2 (like link aggression), but I can't get that result

My current setting is
Local Area Connection
IP : 192.168.1.3/24 (assign by DHCP)
DNS+Gateway : Obtain

ISP Speed : 2.5 Mbps
Connection type : CAT5e

Local Area Connection2
IP: 192.168.2.1/24 (assign by DHCP)
DNS+Gateway : Obtain

ISP Speed : 4 Mbps
Connection type : CAT5e

Can't be done. Two can be active, but you can't combine them to get combined speed. Windows will randomly use one or the other at its will. Never bot together for the same connection at the same time.

I'm already set it&I comfirm win7 can do it.
For me

ISP 1 Speed is 2.5 Mbps
ISP 2 Speed is 4.0 Mbps

Reseault is I can download(bit torrent) 601 KB/s

Um.....just.....no.

Bittorrent connects to countless peers simultaneously. Not one connection using both ISPs at same time.

Like if you download from Microsoft or anywhere, a single file, it will still only use one ISP.
