How to make a Boot CD?

I have a Compaq laptop with Windows 7 64-bit that will not start up. Went to start it up this morning, it says "Error loading operating system" and will not go off that screen. I tried everything, even ran a few different scans that said everything with my hard drive checked out OK.

A friend of mine said to find someone with Windows 7 64-bit and make a "boot CD" and he'd reformat my hard drive for me. I have my moms laptop that has Windows 7 64-bit, Can someone please tell me how to make this "boot CD" using her laptop?

This will show you how to create a Windows 7 system repair disc to use to boot to the system recovery options if you don't have a Windows installation disc, can't find your Windows installation disc, or can't access the recovery options provided by your computer manufacturer.
