How to quick format C drive with using bootable USB?

Windows 7 set up is stuck at "setup is starting" screen indefinitely. So by Google, it means data in the C drive is not empty. So I need to quick format the data in C drive before installing windows 7. Is there any way to quick format C drive using bootable USB?

Depends on what the USB boots into. There might be a utility there that allows you to format.

If you booting win7 install you can delete all partitions when it reaches the disk choose options delete everything and let Windows do it thing

Depends what the boot media is.

If your bootable usb contains win7 recovery/installation media, then you can use command prompt type:
diskpart

when the Diskpart> prompt comes up, type help

DISKPART>help

If your bootable media is something else, e.g. some linux flavor, then it might contain gparted, or any number of similar programs.

If your bootable media was created by an imaging program, e.g aomei backupper, then that will be either winpe ( so again use comand prompt diskpart) or it might be linux of some sort. Some bootable media is DOS which is different again.

By your description it appears as though your install media is corrupt!
And I don't believe that reformatting your C drive will correct the problem

Over the years I have installed various operating systems many times and on the NT platform have never had the need to do a manual format. Early in the install process 6there will be the option to format the drive. If for any reason that fails you have a problem that needs to be investigated. I cannot see how a manual format will solve this problem, no matter what you might think you have learned from Google.

Fully describe the problem you are having without reference to formatting the drive. That will likely lead nowhere.
