This may sound silly, but why don't you enable it? That's an important tool to have running.

EDIT~It was automatically enabled when I got a windows update!

P.S. There is no reason to do a system restore, because windows seven has this problem at the start (well, it is for me!). All a system restore would do is remove a whole lot of files! (My pc is fairly new(Got it in Dec 2010!).)
