Hyperlinks not working in outlook 2010

I have Win7 64 bit and IE9 and Firefox loaded. When I click on a hyperlink within a trusted e-mail it says "This operation has been cancelled due to restrictions on this computer. Please contact your system administrator." I am the administrator but cannot get this to work. This has happened since I updated my IE a few months ago. I have tried the usual fixes but not registry key fixes as I try to leave them alone. Is that the only solution or is there something else out there? Should I remove IE9 and start over? Any help would be appreciated! Thanks
