That is rather important to know.

My brother (lives in same house) can access Speedtest.net by Ookla - The Global Broadband Speed Test.
~~~
This is important to know too. If you and your brother use the same network to connect to the internet, then you can rule out an IP ban. Google could not find any reference to speedtest ever banning anyone. I doubt that they would bother with IP bans.
OK, so you are getting a connection timeout. That probably means that your HOSTS file is not blocking the website... but let's check anyway. What happens when you ping these URLs in a cmd window:
Code:
ping speedtest.net
Code:
ping www.speedtest.net
This is what I see:
ping.PNG
This is what you might see if a website is blocked via the host file:
ping2.PNG
But, Chrome should look like this...
blocked.PNG
...if the website is blocked.
Your "connection timeout" message indicates that you are making some connection (e.g. not blocked), but you are unable to get all of the webpage in a timely manner.
Thanks for testing and for the screenshots.
As you see, www speedtest com does not resolve to the same server IP address for every user. This is a normal part of load balancing for websites that get a lot of traffic... but it also means that posts like "It works for me" won't tell you much.
In other words...
www speedtest net resolved to cs62 adn edgecastcdn net
which resolves to 72.21.92.82 in my area.
For you, the final IP was 93.184.219.82
So, it does no good for me to post "its up for me".
Not that any of this helps you get to the website. I'm just rambling.
As crazy as it sounds, if you are using Wi-Fi, try a LAN cable.
Also, have you been doing any MTU tuning? (Don't do that.)
I wouldn't run without an antivirus for too long. If you have uninstalled Avast and you still have the problem, now is a good time to re-install the Avast.
If anyone is still readying this, i have an update on accessing "speedtest.net".
If some of you know, inside the anti virus programe there is an option called "Grimefighter" This is run when the pc next reboots. This programe also allows you access the internet while it is running. Within this browser that it provides and that i am writing this from, ALLOWS me to access SPEEDTEST.net! like what does this mean? This is very strange to me. I have photos, but only what i have taken on my phone as i dont have access to any other programs while running this.
If anyone is still readying this, i have an update on accessing "speedtest.net".
If some of you know, inside the anti virus programe there is an option called "Grimefighter"....
I'm still reading this thread :-)
I'm pretty sure that I know what GrimeFighter does, but I wanted to play with it... so I installed the free version of AVAST into a W7 Virtual Machine. According to this article:
Note that if you have avast! Free Antivirus 2014 already, GrimeFighter installs as an add-on.
This is the installer for the free version of 2015...
...but GrimeFighter seems to be there.
avast-grimefighter.png
According to this video, the way to start GrimeFighter is via the Tools menu:
start-grimefighter.png
[Yes, i know that the video is not for the free version of AVAST...
...but I was hoping that the UI would be about the same.]
I don't have the GrimeFighter option from that Tools menu:
AVAST-2015-tools-menu.png
I did not see a way to start GrimeFighter from the Windows Start Menu or from the Program Files area. So... I'm asking those that use the free version of AVAST if they know how to get to GrimeFighter.
My guess is that GrimeFighter is an Linix/Unix based OS. You boot to that to do a scan while Windows is offline. This would be like the rescue disc that one can get from any number of sources. If that is the case, then GrimeFighter probably will not work well inside of a Virtual Machine.
I thought it had Installed with an Update of Avast ..
As mentioned above, I think that GrimeFighter is an entirely different operating system. Something in your Windows OS is blocking a part of speedtest. (Maybe the OS firewall?)
I've never seen Flash block a website - but there is always a first time.
If you have Java, consider uninstalling it and see if you miss it. If you find that you need Java, then the bottom part of this post might be of interest.
