I'm a bit late but I found the solution which worked for me. Got it from one of the comments here:
http://www.sevenforums.com/tutorials/127968-pin-taskbar-pin-start-menu-missing-context-menu-fix.html

"One of your Delete or Clear Jumplist Recent Items in Windows 7 is corrupted in AutomaticDestinations-hidden system folder go to

YOu may notice one of the file is huge compare to the other. Delete that or just delete them all."

I deleted them all and it started to work instantly after that =)

Foureye2004,

If you are still unable to do any of the above, then you might consider doing a repair install that should fix it without losing anything.

Sure about the not losing anything? Sounds very unlike Microsoft, where they'll generally screw up a ton of my settings (set them to something they like, not what i like)

I would always recommend to backup anything that you do not want to lose to be extra safe.

Not Solved

I have this issue, its only Windows Explorer, everything else pins to task bar fine. When you try to pin it when open, all you get is a close window option. you can run as but can not pin. Very strange. I have tried all your Fixes and nothing works. Is there a policy somewhere I could be missing?

I don't know if this is the right place to ask but... I have the same problem like the owner of this topic so I want to ask... again.
I'm using win 7 home premium for a year and everything was fine till 2 days ago. After uninstalling games with YourUninstaller, I shut down my lap and the day after, the recent folders and programs which I used to see in Windows Explorer (whenever I right-click it) in taskbar and in Start Menu disappeared.
Before, I usually see the option "Pin to taskbar" when I right-click any folders. But now, the option(s) is(are) only available for programs. Even trying to drag and drop any folders still doesnt work for me
What I did not do: remove the shortcut arrow thing. What methods I've tried to do: http://www.sevenforums.com/general-...in-any-folder-windows-explorer-taskbar-3.html, http://www.sevenforums.com/tutorials/9305-taskbar-pin-unpin-folder.html but it just didnt work for me ~.~
I have no idea what I did wrong when that problem occurs so I want you guys' help. Thank you

Hello GreenLanturn, and welcome to Seven Forums.

Only application files will have the "Pin to taskbar" context menu item.

Folders can only be pinned in the jump list of the pinned Windows Explorer icon on the taskbar.

You could add folders as a toolbar to the taskbar, or create a shortcut of the folder using OPTION ONE here to be able to pin the folder directly to the taskbar.

Hope this helps, :)
Shawn

@Shawn: Thank you for your reply ^^
And yes, I made a big mistake as saying "pin to taskbar" instead of "to jumplist". Days ago, the folders which were supposed to be on my jump list of the pinned window explorer icon suddenly disappeared (even the recent used programs on my Start Menu disappeared too). I just... dont know why it happened to me ~.~
Now it becomes like this: If I open windows explorer by clicking its icon on the taskbar, "Taskbar" will appear on my jump list, which did not happen before. If I open any programs, the containning folders of that programs will appear on my jump list, which did not happen before too 0_0

GreenLanturn,

Were these just "Recent" items in the jump list, or pinned items in the jump list?

It sounds like your recent items and programs history got cleared. Did you run any program like CCleaner that has an option to clear this?

Please go ahead and post a screenshot showing what you are seeing to see if it may help to ID the issue.

If you like, you can use the tutorial below to be able to back up and restore your current jump lists as needed.

Had a few items pinned in explorer icon, but no new item could be pinned. This solved my problem!!!

changing explorer taskbar default target disables folder pinning

After nothing else worked to resolve this, including the steps listed in replies here, I discovered what the cause of the issue was for me, and resolved it.

I had modified the default windows explorer taskbar target, and needed to reset it to the deafult.

This is done by right-clicking the explorer/folder icon on the taskbar, then right-clicking on "Windows Explorer" in the pop up list, then clicking properties.

In the "Target:" entry, if you have anything other than the following (default) target:

%windir%\explorer.exe

...then pinning any new folders/shortcuts to the windows explorer taskbar list will not work. I had modified it to load my user folder recently because having the libraries folder as the default was annoying.

Once I changed the target back to the default %windir%\explorer.exe, I was able to pin other folders to the explorer taskbar list again.
