I believe this is a common issue that has not been resolved yet.
It showed in my Action centre for a while, but now all is fine.
If you know your MSE anti-virus product is installed and functioning correctly, Green a go, then
configure Security Center to stop monitoring anti-virus status.
I also just found this Microsoft Article with a Hotfix, may remedy the problem:
FRST64 makes a log (FRST.txt) in the same directory from which the tool is run (Desktop).
:ar: Please provide the FRST.txt in your reply. The first time the tool is run, it also makes another log: Addition.txt :ar: Also post the Addition.txt in your reply.
That's actually a normal popup message,
It's MSE disabling windows defender to install it's self in it's place,
Happen to me as well when they switched to the newest version a couple of weeks.. ago.
I guess I should add that it will go away after running a full scan
