Thanks very much for the help, when I fire up and Administrator command window and type in the first line, I get the following error. What should I do next

That looks like a normal user-mode command prompt.
To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.

Also - I tend to forget that most people have never looked in the folder even with Explorer, so they don't have permissions to run the command.
Please open Windows Explorer and navigate to the C:\Windows\System32\config folder and open it - accept the offer to allow access.
Then close Explorer, and open an Elevated Command Prompt, and run the commands again.

I did exactly what you said (to the letter). But I still get the exact same error message. I checked and there is a COMPONENTS file in Windows\System32\Config I can see that file and I can type it out (althought it is binary) from the command prompt that I get the error in

went to a different machine, almost identical, same operating system, same hardware configuration and the command worked. Weird

Please copy the C:\Windows\System32\config\COMPONENTS file to your desktop and compress the copy.

I'd read that as he's installed IE10 now and is forgetting about IE9.

Ah! - thanks for the translation, Joanie

Looking through the hive, I can find very limited reference to IE9 (read that as 'none') - compare that with the 6000 entries in a fully-updated system.
It's almost as if IE9 has never been installed, so the question is 'Why does part of Windows think it has been installed? - at least sufficiently to have registry entries'

Since IE 10 has now apparently been installed that's moot
