Solved IE10 reinstallation fails with Code 9C55 on HP Pavilion dv6

The IE10 Windows update initially installed successfully on my HP Pavilion dv6 (dv6t) Notebook PC.
However, I uninstalled IE10 because a key web application I used was not supported with IE10.
This application is now supported with IE10 so I attempted to reinstall the IE10 Windows Update.
The installation fails as shown here in the Windows Update History log detail:

Internet Explorer 10 for Windows 7 for x64-based Systems
Installation date: ‎7/‎30/‎2013 3:31 PM
Installation status: Failed
Error details: Code 9C55
Update type: Optional

I also attempted to install IE10 manually (using IE10-Windows6.1-x64-en-us.exe) but this failed as well.
The reference article from the manual installation attempt is this one:

Internet Explorer 10 does not install on some hybrid graphics systems

But this would seem not to apply since 1) IE10 initially installed successfully, and 2) my laptop is configured with Intel HD Graphics 3000 (not the AMD cards referenced in kb/2823483).

The CBS.zip is attached. Any remedies, pointers, or suggestions would be greatly appreciated!

Thanks for the suggestion, ThrashZone. I get the following per the secedit (log attached). Installed/ran CheckSUR again (No errors detected) and went ahead and rebooted. Unfortunately, the IE10 install still fails.

Administrator Command Prompt:
C:\>secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose
An extended error has occurred.
The task has completed with an error.
See log %windir%\security\logs\scesrv.log for detail info.

Please post the C:\Windows\windowsupdate.log file - there's nothing significant in either SFC/CBS or CheckSUR logs
