IE11 Windows Update Failure, offline computer running Win7SP1

I administer a standalone network with zero internet connectivity. I'm in the process of deploying IE11, but 2 of my laptops keep failing on the update (works fine on all others) both laptops are HP ProBook 4440s whereas all the other laptops are Dells. What happens is I open the standalone IE11 installer, it runs through its process, says 'You have successfully installed IE11 and must restart your machine' which I do, during restart it goes through its configuring updates process which all looks normal, then it just says 'Windows Update Failure, reverting changes'.

Doing some looking online, there was a microsoft article that indicated that certain HP ProBook 4440s had a graphics card issue with IE11, and recommeneded updating the graphics driver which I did, no luck on solving the issue.

All pre-requisites are installed, system is Win7 SP1, I've tried removing older version of IE.....I've run SURT and SFC.

I don't see any error messages, we don't use Windows Update.

Attached are the CBS logs and the IE11 logs I could find.

Would really appreciate any and all help on this!

Thanks!
Ryan

Please open an Elevated Command Prompt, and run the following commands....

NET START WECSVC
NET START WERSVC
NET START EVENTLOG
SC QUERYEX WERSVC
SC QUERYEX WECSVC
SC QUERYEX EVENTLOG

post the results...

Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

Thank you so much for the reply!

After running the commands you indicated, I noticed that my event log wasn't starting up due to 'Access Denied Error 5' so I got that fixed and tried re-installing the update, the update still failed but at least now the logs should hopefully have something a little more valuable.

Attached are the CBS logs and IE11 main log after fixing the EventLog error.

Thanks again for the help!!

...so it looks as if you still have permissions issues somewhere.
I suspect that it could be either
1) the relevant files have been tagged 'read-only'
or
2) the service doesn't have the correct permissions
or
3) the registry is corrupt
or
4) something else...

Let's check the easy ones first.

Open an elevated Command Prompt, and run the following commands...

Code:

Once again - I really really appreciate the help and time here!

So I pasted your commands into the CLI and here is what I got back, not sure if I did this exactly how you wanted, I did each command individually.
