Solved Windows 7 32bit cannot install IE10 or IE11: Windows Update error 9C59

in case it might help anyone else out with this similar error that seems to be littered across the internet..... I reached out to one of our support vendors for our VDI system and they discovered a fix that has worked for a few customers and did the trick for me and i am now able to install IE10 and 11 again! This fix involved editing the registry so proceed with caution if you attempt it and of course this error can indicate different issues so this may not apply to your system. In my case, my IE10.log indicated that:
" "Neutral package installation failed (exit code = 0x0000371b (14107))""

From there I was instructed the following and it worked! you have to be sure delete ALL of the 9.4 keys that you find per the below instructions or it won't work....again always take a backup of your registry before trying this and be careful giving a shot if you are not comfortable with working in there:

Browse the registry to HKLM\Software\Microsoft\Windows\CurrentVersion\sideBySide\Winners key. Inside the Winners key search for 9.4. If you find a Key with more than just a 9.4 child Key in it, only remove the 9.4 Key child. If you find a Key with only a 9.4 child Key you will want to remove the Parent Key (NOT the Winners parent key).

Our VDI environment is a Citrix Xendesktop / Unidesk setup and the guys at Unidesk are amazing at going the extra mile at helping with issues that aren't even related to their tool. They had a batch of customers calling with a similar issue and after a lot of digging like all of us on this one, one of their engineers figured this out after digging into the install log i guess. One of them was working on writing a simple script that does this for you to save a lot of time (this cleanup can take 20-30 min if you do it manually and like I said if you miss one entry, it may not fix it...we had to do it twice to make sure) i believe

either way, maybe not the magic fix for everyone w/ this error but hopefully can help someone else out who's stuck like I was. thank you everyone for your help with this!
